J-Channel stiffener to Wing Spar

When placing the W-00009 short J-Channel inside of the W-00009 long J-Channel in preparation for match drilling, they are supposed to be 1/16" above the edge of the spar.

I put the long channel correctly, but when I nestle the short one, it is higher than 1/16'? It seems as if it has to be?

What am I missing?

Just nest the J-channels the other way around, long inside short, and adjust them so that they both align 1/16" above the spar flange. That is what I did on my -10 wings when I had the same issue. I assume the -14 plans are similar.
