Double Flush Rivets

I am working on section 28 and getting close to riveting in the Forward Center Section Bulkhead Assembly and the rivet diagram show 7 double flush rivets (see attached picture) but I can't find in the plans where it tells me to countersink the upper side of the flange. Am I missing it or is this just one of those steps Vans left out of the plans? Don't really want to make a mistake on the center bulkhead as I am sure that would be an expensive mistake.

Don’t have the plans with me but the reason for the double flush is to provide clearance for the gear weldment. Don’t forget to do the other side too.
