Cross Tie (x-tie) switches--proper use?

When I bought N65KW the owner did not know the proper use of the x-tie switches and said he never used them.
I am about to change up the panel and would like to know the proper use of the two switches.
---Turn on when primary battery goes out
---Turn on when start and leave on
I have dual 680 batteries with ONLY ONE (1) alternator with 4 contactors..Panel also has 2 ALT switches A and B. It also has 2 pullable 10 amp breakers below the switches also marked A and B.
