Obviously the Ch 11 has lead to many disappointments. Now with the 'plan' submitted and updates still appearing to be positive (don't know what else Vans would say), is Vans getting the 'new business from new builders' it needs to survive? How can one tell?

One of Van's video updates did give a number for new kit orders. I don't recall the number, but it was significant.

Ordered a 9A tail kit on 3/6, final payment on 3/21 and received it 4/10. Pleasantly surprised! Now I'm waiting for final payment on the wing kit.

You simply can’t tell directly.
Vans falls under “small business” definition in Chapter 11 and as such isn’t required to disclose financial information publicly.
Their message is optimistic, they’re filling orders, folks seem encouraged. That’s about all I can tell.
 
Unscientific answer, but I was there a couple of weeks ago and picked up my finishing kit and stopped by the front desk to pick up a separate will call order. I asked the gal up front and the guys in the back who ship kits and they both said things are good when I asked about new orders. Their body language matched the verbal answer as well . . .
