I recommend Prestige Aircraft in Swanton, Vermont. Walter painted the rudder and cowl on my -4 and my buddy's Navion. All his work looks great. And, it's a beautiful flight to Vermont...

I second for Prestige, he did my RV6 last year and very happy with it. It's the yellow & black one on his website. Even did a few extras for me at no charge.

Can anyone give a (very) rough estimate as to what a place like Prestige would charge to prime and paint a newly built RV-8?

It's bare aluminum and fiberglass at the moment.

I think you will pay around $10K for a 2 color paint job of "typical" complexity. (I have no idea how to define typical...)

Hands down the best paint shop in the northeast is Ed's Aircraft Refinishing in Brookhaven, NY. Ed is there most Saturday's to meet with prospective customers. Ed's attention to detail is impressive. PM me if you want to stop by KPYM to see an example of his work.
