Iím looking at Pg 6-2 under DRILLING THE HORIZONTAL STABILIZER bullet point 2.

I don't remember an issue with drilling the holes but I always drill the smallest size first just in case. I do remember the dimension to relieve the flanges was more than necessary and actually made edge distance rather close. I rebuilt my HS after the SB and documented it.
