confused about the rear skins

Good afternoon everyone,
I am dimpling the rear skins for my aft fusulage and have started thinking and wondering...I am about to dimple the holes for the aft half of the F-712 bulkhead (last one that attaches to the verticle stabilizer). I am wondering however should I skip dimpling these? Will I eventually match drill these holes to the VS? The plans show the same rivets for all bulkheads which would lead me to assume that they don't and I couldnt find anything in the section of the book talking about drilling it all together.

Any help would be great, I would hate to dimple these then try to match drill something this important.

Aft skin

The side skin at F712 is dimpled except for the rudder stops F792 dwg27A. The VS is only mounted with bolts to the fuselage. The bottom of VS will fit flush agains the F712 aft side.
