Holes E-905 to E-907

Should I dimple the two holes from the E-905 root rib where they connect to the E-907 spar? The plans are not really clear, but I think I should. While the holes on the gusset E-921 should not be flush. Is that a correct interpretation?

That is what I am seeing on DWG 4.

LEFT ELEVATOR TOP VIEW: "AN426AD3-3.5 All root rib to trim spar rivets."

EXPLODED ISOMETRIC VIEW: "AN470AD4-4 All gusset to root rib and trim spar rivets."
