Is Dynon ADSB Worthless After End of 2015?

I have been hearing rumblings that the FAA is making some near term changes in their handling of "non compliant" ADSB out transmissions. More specifically, I heard that they will ignore non-compliant ADSB out transmissions as of the first of 2016. Ignoring our transmission implies that we would no longer trigger the up transmission of traffic information, rendering our units to be basically a ADSB receive only implementation.

This FAA document seems to support my fear if I read it correctly:

Am I reading this correctly, and is this for real? I knew that we would lose ADSB come 2020 unless we adopted a certified GPS source for our mode S transmissions, but this recent change has caught me completely off guard.

Some input from knowledgeable sources and Dynon would be appreciated greatly.
