Default Putting on Nose Wheel

I am trying to put on the nose wheel and maybe I am again just missing something (as usual). Is the axle supposed to slide around inside the assembly and the spacers are the point of contact with the fork and wheel? If so, How tight should the fit be, when putting in the wheel assembly? The axle is short about about 1/8"

well, this post can be deleted after reading how the Van's nose wheel is the wrong one. I guess I will be sending it back if I can. and ordering Beringer wheel.
