Elevator Counterbalance Skins to Tip Ribs

I'm ready to rivet the elevator counterbalance skins to the tips ribs, however, prior to riveting the instructions suggest checking for "twist". Twist where and in what, the spar (which is quite flimsy at this point), the tip ribs? Can someone point me back to the trail here please?

A note or hint is typically related the the step that proceeds it. So check for twist in the skin rib assembly. Can be checked by laying it on its side on a flat surface.
