Default Tank Access Reinforcing Ring, correct configuration

The HRII drawings show the tank access reinforcing ring eternal to the tank/between rib and cover. The RV4 drawings show it inside tank/rib sandwiched between reinforcing ring and cover. Either would seem to work. Which is right? Anyone know what the other RVs do? Thanks.

Though either way will work, putting the ring on the inside allows the nut plate rivet buck tails to be against the thicker ring material. It also means you'll have one less external seam to possibly leak.
