Trig TT22 + TN72 Eligible for Rebate?

Trying to get some info for a friend:

He currently has a Trig TT22 transponder and is getting ready to install a TN72 position source GPS for ADS-B out. In looking at the FAA website, the ?approved? ADS-B equipment list has the TT22 paired to the Trig TN70 GPS source. We?re not sure of the difference since the TN72 is TSO?d and Trig website says it meets the FAA 2020 requirement.
We?re wondering if it is eligible for the rebate. Anyone know for sure?

From the Trig website: TN72 GPS – X configuration uses SIL 3 in the transponder settings, and fully satisfies the technical requirements of FAR 91.227 for 2020 compliance. Light-sport, experimental and homebuilt pilots who have fitted a TN72 are now flying in ADS-B airspace and have passed FAA compliance checks with flying colours.
Although the TN72 "meets the requirements of FAR 91.227", it is NOT TSO'd. I believe the rebate program requires the source to be TSO'd. Therefore to meet the rebate program requirements, your friend would need to install the TN70 which IS TSO'd.
