Default 37-07 fuel neck question

on step 3 it says match drill #30 the holes into the flange of the fuel neck and then put nut plates on. it calls for AN526C632R8 which are too big for the #30 holes
Is there something I'm missing?

It appears that a step to final drill the screw holes to # 27 was inadvertently left off.

#27 is the standard holes size used for all #6 screws
