Help with drilling bulkheads - final drill #12?

All:

I'm working on the aft bulkheads (F-01412A & B) where they will attach to the VS. Section 10-5 has the two holes on either side match drilled #40. 4 lower holes (that also go through the tie-down bracket) are final-drilled #12 for AN-3 bolt.



Looking forward to the VS attach in Section 11, these two holes get AN3 bolts - but I can't find instructions to final drill the holes. Seems like now (with bulkheads clecoed and clamped to the VS) is the logical time to final drill.

Have others encountered this, or am I missing a later instruction to final drill?
