the real question is why do you have to remove the tail wheel bracket. I think that the only thing that would be missing from the 14a would be the rear tie down bracket. One would have to remove the tail wheel bracket and put in the tie down bracket. Look at Section 10-05, 10-06, 10-07, and 10-18 for the main differences.
With that said, maybe you could leave the tail wheel bracket in place and convert it to a tie down bracket. Just outfit the opening of the bracket to a threaded fitting (like for the aileron push rods). Just a thought.
I am sure that someone else will chime in if this is a dumb idea.
