Flap Gap Fairing Rivet Callout

Looking at page 20-02 in the Flap Gap Fairing Rivet Callouts there are two AN426AD3-4. I can't figure out why they should be that long in the plans. The skins are cut away on the TE so that they aren't overlapped. Even if they were overlapped the proper place would be two rivets over.

Did yall just put a AN426AD3-3.5 all the way across?

I think the idea there is that the skin is pulled away from the rear spar slightly because it is sitting on top of the inboard skin. That being said it looks like I just put in 3.5 rivets with no worries.
