Rudder trailing edge

Just trying to get the step right in my head. Page 07-07, step 2 reads to cleco the trailing edge to the left rudder skin. Step 2(b) tells us to drill holes perpendicular to the wedge cord line. Is this done with the wedge still clecoed to the skin?
 
Has anyone tried this?

I am preparing to drill the rudder T/E tomorrow. I set the lead edge on blocks to position the trail edge level in the horizontal plain. I then duct taped a bubble level to my air drill in line with the #40 drill bit, By holding the drill level using the bubble I know I will be drilling the hole perpendicular to the cord line of the wedge. There seems to be lot of ways to do this task but I can't think of an easier or more precise way.
