Default Deburring holes in a closed structure

Hi all - I need to add a couple rivets to the stabilator trailing edge (above the hinge line) to compensate for a bad rivet hole. The only issue I see is how do I debur the inside of the hole? The stab is already closed so i cant get to the backside to debur the hole.....

Any suggestions?
