RV10 Vert Stab Questions

Guys,

On the RV10 vert stab the forward mounting bracket calls for a drilled AN4-5 and castle nut in the top of the VS-1016. Why does this not use an undrilled bolt and nylon lock nut? It doesn't need to rotate does it? Just curious.

My second head scratcher is the bottom two attach bolts are flush? Is there something here that is going to interfere?

Page 11-5 and 11-6 on my really old plans.

The bottom of the rudder has a fairing that is close to the VS, hence the flush screws.

That was the only thing I could figure and I stared at it thinking, "the bottom rudder fairing won't be that close will it?"
