Is that just the picture or is there some pitting or gouging there? If there is, you'll probably need some sealant in additon to the gasket.

We did add some sealant, but not a ton. The surface is rough and there is some pitting / gouging in there. I see how why the last person threw some goop over it and sent it.

Does anyone know if this cap has oil pressure behind it? Judging by the amount of oil, I'm now thinking it does.

Any suggestions for sealing up this mess?

I would have to check the oil diagrams, but just about certain that oil is pressurized in that araa, as the governor needs pressurized oil. However, I am not certain that the shaft is part of the pressurized circuit, I seem to recall that the circuit goes straight to the mating flange. I would speculate that the shaft is lubricated via return oil from the governor that would flow over it on its way back to the case. I will go look at my split crankcase in the basement and let you know.

Ugh, I need some serious help on this one.

Perhaps we should try RTV as Larry suggested. We used EC-1751 and gooped it on the cap, put the cap in, and then around the cap. We tried replicating the fix that was in place previously (now that we have good threads) and it didn't work. a 10 minute run-up left oil all over the airbox, clearly from this cap.

My only other idea is

I'm heading up to OSH on Wednesday night, my plane is at Timmerman (KMWC) just a few minutes south of OSH if you'd like to see it.

I'll PM you my phone number.

Maybe I'll just go to the Lycoming tent and see if there is a 540 there that we could pull this cap off to have a look.
