Allowable gross weight range

What's the rationale for the allowable gross weights? What's different between a 1600 lb airplane and the 1750 lb airplane?

If you are talking about the two different published MTOM for the RV-9:
One (1750lb) is for normal category "usage" (max. 3.8g), and the other (1600lb) is for utility category "usage" (max. 4.4g).
