Fuel thread sealant

I am getting ready to install the AN fittings into the fuel tanks and wondering what sealant everyone has been using. Van's suggested permatex #2 but I also see they make a #3 thread sealant. Any guidance here?

Also I just want to make sure that the correct way to install these fittings is to go hand tight and then 1.5-2 turns further with a wrench.
