I found a bolt that was a slightly smaller diameter than the threaded drain hole. Wrapped the bolt in multiple layers of masking tape to build up the diameter. Placed the taped up bolt into the prepunched drain hole on the tank skin and then I was able to thread the drain flange tightly down on to the tank skin for match drilling.
Kept it nice and centered on the drain hole and it sure beats accidentally drilling your finger.
