Rivet #4 Rib Stn 23.75" or not?

So I've nearly completed riveting my port wing (top) skins and according to Van's instructions you leave the 4 inboard ribs unriveted until you close the wing with the bottom skins. I can't see why the 4th rib at stn 23.75" needs to be left out. The flange faces outboard the same as the rest of the ribs and it looks like it should be easy to rivet the last three ribs (inboard facing flanges) one at a time once I've closed the wing. If anything, it's easier to rivet #4 now while the bottom is open due to the direction the flange faces.

What am I missing?

Leave last 3 inboard ribs out to improve access, just make sure you get every rivet even at the skin to spars before you move to the next rib working yourself out to the inboard rib. You may need to remove the skin rivets at the rear spar flange to allow next rib to slip into place.
