Question about Lyc angle valve cyl head

Please see the pic below and let me know what part(s) are needed to keep the rocker shafts from slipping as they have in the pic. I had my cylinders overhauled by Gibson Aviation and they did a very nice job. There were no parts in the boxes they sent back that would appear to hold those rocker shafts in their correct positions. This is a Lycoming IO360-A1A 200 horse narrow deck engine that came out of a Mooney. Thank you!

The valve cover has a welded bracket on them which retains the rocker fulcrums.
