WD-613 Flap Weldment Fit?

The clevis end of the weldment to attach to the actuator is pretty much centered in the channel. But the rod bearing end of the actuator is over about 3/8" off which would require twisting the whole actuator to get it to line up with the clevis, which I don't think is correct.

Is the solution to create a longer spacer to move the whole actuator more inboard?

Thanks for any input.
