rusting powder coat

My elevator and rudder supports have rust showing through the powder coat (see pic) It's not severe but I'd like to fix it. The mother ship appeared shocked that I would park an airplane outside (all parts were primed during assembly) Their only suggestion was to take it to a paint shop.

Just wondering if this is a common issue and what type of paint and technique would be best to fix it

I think there are two options and both require removing the old powdercoat and rust first.

Option 1 is to take to a powdercoater and get the parts re-coated. (Maybe difficult for you because the supports look like they are riveted on.)

Option 2 is to paint with an epoxy primer and then a good quality topcoat.

In order to remove the old coating you can use paint stripper. Then sand off the rust back to clean bare metal.

I?m also parked outside. After flying I spray a little Corrosion-X on the control surface joints. It stops the rust.
