Rivet on F-773 near F-711D angle - QB fuselage

On drawing 21 there is a note next to the F-711D angle which says the rivets in the side skin must be done before the angle is riveted. In my QB the angle is already in and there is no way to put a rivet in there. It is the center hole along the longeron in each picture (2 aft of the cleco). I have sent the same information to vans support and wait to hear back, but wondered whether anyone else had the same situation and how you resolved it.

I am not at my hangar so I cannot check but are those holes to be drilled and tapped to attach the fairing with countersunk screws?

I do see there are 5 holes along this path for the lower fairing attach, but I've found nothing that identifies where those 5 are specifically located. I doubt there would be a note on the plans to be sure to rivet the skin before installing the angle if this hole was one of them.
