staggered rivets

question about laying out rivet holes in flanges in 2 pieces that will be back to back. should i make the holes in the flanges parallel to each other
ex.holes in both flanges on inch marks or one flange on the inch marks and the other flange on the 1/2'' marks?
thanks for any input.
this is on a belly skin and i want the strongest if there is any difference.
 
The inboard and outboard wing skins come together with 2 rows of rivets that are not staggered. I think I would do the same.

Interestingly not on the -6 and I guess the -4 wings.

The plans show staggered rivet spacing of the two rows at the same inboard/outboard wing skin joint.
 
I'd stagger the rivets to increase the distance between them, although provided they have at least the minimum spacing per AC43.13, i doubt whether it would matter much one way or the other. However, in principle I'd go for greater spacing rather than less in the situation you describe.
