Fuel Tank Skin Lagniappe?

I'm scratching my head right now trying to figure out what I'm missing here. On the inboard ends of both fuel tank skins there is an extra "strip" with holes for nut plates. Does this get removed in a prior section (I skipped straight to the tanks)?

Yes that piece is taken off and it is riveted to the outboard LE section. The tank screws into those nutplates on the outboard end of the tank.

Sweet. Thats the slpice strip. We had to fab that. PIA to get all the holes to line up.
 
Tank question

Others might want to weigh in here but I would recommend you do the outboard L/E sections prior to the tanks. They are very similar which means you get to practice on a structure and process like the tanks, but without the sealant.
