Section 35-06 Question

I have searched the forums with no luck. Page 35-06 says to install the HW-00003 Dome Plugs in holes in the F-1276 bottom fuselage skin. I have the dome plugs but there are no holes in the skin for the plugs and I can not find anywhere that says to drill holes. I assume the holes are for gear leg bolt access though the holes are quite small for that purpose??
