Rebate eligibility: Registered vs Manufactured date

In true government form, various FAA sources say differing things regarding ADS-B rebate eligibility. The Program Rules document states that the aircraft must be REGISTERED before Jan 1 2016. The application however states they must be "Manufactured" before that date.

My plane was registered in April of 2015, seemingly making it eligible. However the AW cert was issued in April of 2016, past the deadline.

Can anybody knowledgeable speak to whether or not I am truly eligible? I may pull the trigger on the GDL-82 due to installation simplicity if I am. Otherwise, I'll probably go the GRT route.

I think you would probably not be eligible, but you can apply and see if they give you an incentive code. The problem here is that you may go a more expensive route hoping to get the rebate and end up not getting it.
