Flaps FL-708

Does anyone know if this part FL-708 is a part from Vans, or is it a part I have to make from scrap stock? It seems that since it has an actual part number that it's already made from Vans but I can't find it anywhere.

Make it

See the detail labeled FL-708 on the far left side of the drawing. Make from 2024-T3 Alclad, .025".
When you get into the fuse, you will find many more instances of fabricating small parts that have a part number, but do not come already cut out.
