to dimple or countersink F-817 plate

I would appreciate advice from some of you experienced builders. I am working on a kit that I purchased well along. For that reason some of my questions may seem a bit odd for someone who far along in the building process. I appreciate your understanding for a newbie on this and many more questions that I will probably be posting here.

Should the F-817 plate to which the reat seat support attaches be countersunk or dimpled? I am referring of course to the holes that recieve the rivets attaching the plate to the fuselage at bulkheads F-805 and F-806.

If the answer is to countersink, what bit should be used and how do you prevent cutting too deeply into the plate? I have a countersink set that is labeled "90 Degrees". Is that an appropriate bit, or do I need a specific bit to maked the opening fit the rivet head?
