Default Empennage dimpling note

On page 8-07, it calls out places to not dimple, and in the middle of the page there's a note pointing at a flange with a single hole on it. It says "do not dimple inspar ribs tab flanges typ". Do I not dimple only the bottom tiny flange with a single hole or is there more to it?

those tabs (top and bottom) have a (HS-0914) stringer attached see p 8-11. The stringers are countersunk for the skin dimples
