Where do I start

Tim,
The forum you just posted in has a bunch of sticky threads at the top.
There are there to stay up in plain view for newbees to read.
You will find your answers there and in the other threads listed in the forum that you posted in.

License study materials

Tim,

I found that the Hennepin County Library has a good selection of instructional books. The one you want, or at least what I and many people used, is called The ARRL ham radio license manual : all you need to become an amateur radio operator / by Ward Silver. Your library up in Princeton can get this through Interlibrary Loan. Cost: free!

The link in the sticky, "Where to take the exam" works great. I took mine with the Bloomington VE group, and found them to be friendly and well-organized, though I would expect that most test sessions are that way.

Good luck!
