Help with interpretation

I am working on the 14 Empennage, VS.
On page 06-04 Figure 2 the VS410PP, which is the pivot point for the Rudder and it is made of steel, it calls for An426AD4-7 flush Rivet.

i think it should be an 470AD4-7 non flush rivet. I do not think I should be counter-sinking steel.
Am I in error or is there an error in the plans?


Any help would be appreciated.

note the area you refer to is encircled with the notation "flush head on forward side" This is because the forward face of the lower spar will lie flush on the aft bulkhead when assembled. The shop head will be on the steel bracket.
