Rudder cable/ horn bolt tension

Going over final things before inspection and have come to the rudder horn bolting to the cable clevis and wondering how tight should the castellated nut be on the bolt? I know it's a relative thing but should the bolt spin freely because a cotter pin is holding the nut or should it be tight enough so there is no vertical movement of the cable and clevis?
 
They should be able to move freely Dave. That means daylight in the clevis.

I had mine tightened down and the inability of ne rudder to move feeely on the cables was causing the ball to slide out one side partially. Relieving the clamping pressure of the clevis brought it back (some). Still needed rudder trim to finish it off, but be cable tension at the clevis (read binding) was a contributing factor to being out of trim.
