The NOTAM update states non-ADSB aircraft are to put the transponder in standby mode.

That being said, aircraft with ADS-B Out, however, are required by FAR 91.225(f) to leave it in transmit mode at all times.

This makes sense as to why the NOTAM is written the way it is but won't it drive ATC nuts as well as the warnings blaring in planes?

With the congestion, it doesn't make sense.
