Page 43-12 figure 1 - discard 10-1011

Does anyone know why Van?s wants us to discard the 10-1011 part from the alternator mounting hardware? It doesn?t seem like it would hurt anything to have that part in place and also use safety wire on the two bolts holding the bracket to the engine.
