Page 36-05 attach wheel fairing bracket

Gentlemen, why do we have to remove and discard the washers under the bolts in step 2? What purpose did they have, and why are they no longer required?

Shirley, the double washers on page 35-03 are spacers and are replaced by the U-00003 fitting on page 36-05 fig 2 if you install the optional wheel pants. That way the same bolts can be used. At least, I assume that's the reason.
