Rebuild or not?

I am rebuilding my rudder and elevators due to cracks. I have already built a new HS but am worried about match drilling the HS and VS to the fuselage. The VS is perfect but the HS has some places around about 10 rivets. Judging from the pictures below are these loose rivets or just typical of a countersunk instead of dimpled rivet movement?

Sorry for the size but I figure it's easy to see.

I would just drill a new hole, and put in a pop rivet until you are able to make a new control surface. That keeps you flying safely...

Was there any "Bondo" or filler over these rivets? They might look different if the paint were removed.
