Bill,
Are you referring to the rudder stop(s)? One on either side of the fuselage, just forward of the rudder horn (where the cables attach)?
If they are cut and positioned per the plans they are well out of the way unless there is slack in the cable, with no edge for the cable to "hang" up on.
