Another Center bottom Skin Question

Section 26-11. This is for F-01484. There is a hole which is drilled out to 9/16. There are two # 30 holes on either side of this hole. Are they supposed to be dimpled? Is there a larger nut plate that goes there? Otherwise, why dimple them?

More importantly, if the dimples are not necessary, then they will be hard to undimple later.

It says in step 7 and in the right side detailed view of Fig 1, to final-drill them #19.
It never says to dimple them.

These three holes are intended for installation of a blade style transponder ant.
