Beacon vs Flashing NAV lights?

We had a hangar BS session last weekend and the topic came up:
Do you need a strobe/beacon if you have flashing NAV lights?
 
FAR 23.1401 (d) Color - Each anticollision light must be either aviation red or aviation white and must meet the applicable requirements of § 23.1397.

While experimental are not certified to FAR 23, the FARs do help define some requirements.

Flashing nav lights do not meet the requirement of having anti-collision lights as specified in part 91.205, which is a requirement for experimental aircraft when operating at night as listed within your operating limitations.
 
Is it possible to get a 'Day VFR" limitation, ie. J-3 clones w/starter & Radio and no lighting?
 
Most ops limits start out that way, saying something like “Day VFR only unless equipped...” which keeps the night/ifr option open without requiring compliance for airworthiness.
