I would say no. I think you need at least one washer under the nut since its going on the aluminum engine casing. I think what they mean is that you can add extra washers here if you need to in order to make the castle nut hole line up. Remember, the upper and lower bolts are not the same length on the dynofocal Lycoming engine mount.

I don't have the -14 plans but I checked the -6 plans (and the -10 even though it has different mounts) and the exact callout was AN-960-716 washer under nut as required. I admit the wording is a bit ambiguous but at least one washer is required; you may need another, thick or thin, to get the cotter pin in at torque.

A couple of washers were required to the the nut out far enough so that the cotter pin would be effective.
