Rudder skin dimension

I?m building up a new rudder skins and cut a piece of 16 thousandth according to given dimensions. But when l measure how long the skins should be according to the rib R-304 (by measuring from where the two flanges converge to the leading edge of the rib), The skin seems to need 19 inches from the tip of the trailing edge to the spar R-302 while according to SK 7 it should only be 17 5/8 inches.

Any body got any other dimension for the skin.

PS : R-304 can?t cut down or changed.
 
I measured 18.2 inches from the FRONT of the spar flange (SK-7 measures from the web) to the trailing edge on my rudder. Allowing for the roughly 5/8" flange width, that suggests that the SK-7 is about right.

I did not include the circumference of the trailing edge bend itself but went to the aft-most tip of the rudder.
