Elevator Hinges

So today I was going to final bolt-on the elevators but quickly realized there is no way to get my torque wrench inside the pockets, and since it only requires 28 in-lbs I'm a little concerned about over-torquing the nuts. Suggestions?
 
Make sure that the elevators move freely and that at least 2 threads show through the end of the nuts. There should be no side to side play.
 
You can do the math, using a regular wrench (maybe 6" long; 1/2 a foot) and a fish scale pulling on the end.

Or you can get a feel for the force needed by torquing the same size hardware while holding your torque wrench at the same distance out as a regular wrench, then torquing the actual hardware with a regular wrench. (more pragmatic solution)
