Yep - just because you've got 10.6 volts on the positive side of the starter won't help you a bit if you've also got 3 volts on the negative side of the starter due to a poor ground.

Recently I had a caliper O-ring go bad and leak out, so I replaced both of them (225 hours TT). In the process I managed to get the pads a little wet with brake fluid, and now braking action is poor....
